The main product to express cosmological constraints imposed by Planck data is a likelihood code. One of its by-products is the derived maximum-likelihood CMB spectrum, which is available for plotting purposes; see product section.
The likelihood code itself was released together with the corresponding "CMB power spectra and likelihood" paper (Planck-2015-A11[1]). A short summary of the approach (similar to that used in 2013) is also available in the 2015 release parameters paper (Planck-2015-A13[2]).
