The main product to express cosmological constraints posed by Planck data is a likelihood code. One of its by-product is the derived maximum-likelihood CMB spectrum, which is available for plotting purposes; see product page.
The likelihood code itself will be released together with the corresponding "CMB power spectra and likelihood" paper Planck-2015-A11[1]; however, a short summary of the approach (similar to that used in 2013) is already available in the 2015 release parameter paper.
